Public safety is an important aspect of morale that should never be disregarded. It includes buildings such as fire stations, police stations, prisons, and courthouses, which help reduce the chance of fires, crime, and riots in the capital.

Education is another crucial aspect of morale, as it represents the quality of public education in the capital. To keep your citizens happy, you will need to build elementary schools, high schools, universities, and research centers for each citizen class.

Boosters are special buildings that can help improve the morale of a citizen class. They primarily exist to offset or delay negative effects impacting your population's morale.

Unemployment is a tricky aspect of morale, as you need citizens to work and pay taxes, but you also don't want too many citizens without jobs. If there are no opportunities for citizens, they may become unemployed and cause problems in the capital.
